The Estepona Town Hall has been waiting for six months for a response from the Spanish government regarding its offer of six municipal plots intended for the construction of 109 affordable housing units.

These parcels are located in Casas del Padrón, Llanos de la Boladilla, and Camino de Cortes. The local government has stated that it has yet to receive any communication from the central government regarding the acceptance or rejection of this land.

The proposal, approved by the municipal council at the beginning of 2026, aimed to provide land suitable for developing protected housing schemes. The offer came in the wake of the central government’s announcement of a plan to mobilize up to €23 billion in public and private resources to increase housing availability across Spain.

Part of this initiative, dubbed ‘España Crece’, aims to finance the construction of 15,000 homes annually. In light of this plan, the Estepona Town Hall decided to offer available municipal land to ensure the city could participate in these housing projects.

The six parcels in question could potentially lead to the development of 109 affordable homes if accepted by the government. Estepona’s Mayor, José María García Urbano, emphasized that the land was offered to the government based on the principle of inter-administrative collaboration.

He indicated that the goal was to assist the central government in evaluating the land and possibly incorporating it into the announced projects to expand the stock of protected housing.

However, half a year after the proposal was passed, the Town Hall remains uncertain about the government’s willingness to accept these plots. The lack of response leaves the future of the six parcels and the planned 109 affordable homes in limbo.

This initiative is part of Estepona’s broader strategy to develop municipal land for new affordable housing. The local government points out that it has already delivered around 100 affordable homes in the Juan Benítez area as part of its housing access policies initiated in 2011.

Furthermore, the municipal team is working on mechanisms to add over 1,200 additional homes to the city’s protected residential stock. Short-term actions include the tendering of the first affordable homes in Camino de Cortes, and the processing of licenses for the Vimpyca Foundation to build 117 homes on two parcels in Camino de Cortes Sur.
